PRIVATE PUBLIC PARTNERSHIP FOR HUMANITARIAN DISASTER MANAGEMENT IN MICRONESIA is a paper submitted by Captain Fred Reiman to the California State University Maritime Academy in 2016, in which he proposed a collaboration between government, business, and private citizens to build, staff, and operate a seafaring vessel combining disaster-relief and commercial cruise operations.

As he explains in his abstract, “The objective of this paper is to elucidate the potential for creating a humanitarian partnership between a privately owned enterprise that offers expedition-style passenger/cargo services and governments, non-governmental organizations, and potentially affected communities to ameliorate suffering and build resilience to natural disasters in Micronesia.”

Captain Reiman asked me to proofread and make suggestions, which I did while learning a great deal.  Of my work, he said, “Excellent!  Thank you!”
